OCSEA's Carol Bowshier, Director of Administrative Services and Health Care Policy, is the labor co-chair on the Joint Health Care Committee (JHCC). Bowshier brings 20-plus years experience with OCSEA, as she advocates on behalf of state ewmployee union members and their families.

Administrative Services Department also includes Human Resources, the Switchboard / Receptionist, and Production Systems functions.
