Health Care Policy and OCSEA's Carol Bowshier, Director of Health Care Policy & Administrative Services , is the labor co-chair on the Joint Health Care Committee (JHCC). Bowshier brings 20-plus years experience with OCSEA, as she advocates on behalf of state employee union members and their families. This department also includes: Human Resources, the Switchboard / Receptionist, and Production Systems functions.
