Pursuant to Article 20 of the contract between the State and OCSEA, the Joint Health Care Committee (JHCC) is comprised of both union and management representatives, including five OCSEA members and additional representatives from other state employee unions.

Carol Bowshier is the Director of Health Care Policy and Administrative Services at OCSEA and the labor co-chair on the JHCC. Bowshier brings about 20 years experience with OCSEA as she advocates on behalf of state employee union members and their families.

The JHCC mission is to provide quality, affordable, accessible health care for state of Ohio employees by:

• Monitoring the performance vendors through a number of committees;
  
  
• Working with the State to actually design the health care benefits; and
  
  
• Negotiating the actual contract language which defines our health care benefits—a labor-management agreement, subject to approval by the negotiating team and ratification by the members.
