Constitution & Bylaws Every two years subordinate bodies elect delegates to represent their interests in the decision making process of the union. Biennial Convention delegates review and amend the OCSEA Constitution and Bylaws and pass resolutions everytime they meet. Every other time, delegates elect new exective officers. New officers were elected at the August 2009 convention. Extra hard copies can be requested at a cost of $1.25 per Constitution. Extra copies will not be mailed until payment is received.
