Retiree members have all the rights and privileges of an active member – except the right to seek the offices of president or vice president and to vote on ratification of a collective bargaining agreement. As an added bonus to OCSEA Life and Retiree Members, OCSEA upon request will pay the first year’s dues to AFSCME Retiree Chapter 1184. OCSEA / AFSCME Local 11 Retiree Membership Life Membership - Life Membership is extended to retirees, who for a period of at least five consecutive years immediately prior to retirement, were active members of the union. To activate this option, the chapter president must file an application for life membership for the retiree and agrees to have dues deducted annually from the chapter’s per capita refund. Annual dues of $6.00 are paid by the local chapter. Retiree Membership is open to any retired employee who was an active OCSEA member at the time of retirement. The AFSCME Retiree Program, which began operation in 1980, is an expanding national network of retired public sector workers. In the last 20 years, the Program's membership has almost tripled, growing from 60,000 to more than 230,000 dues-paying retirees in 38 chapters and 250 local subchapters, including those in Ohio.
