Learn more about changes to Workforce Development program; Union assumes control July 1

Feb. 28, 2006 - Management agreed to give up its share of control over WD and to allow OCSEA to restructure the program.

Q. Why is the union taking control of Workforce Development?

A. Management proposed to eliminate WD. One of the best developments in negotiations will result in the union assuming control of the Workforce Development program. As part of the resolution to several bargaining issues, management tentatively agreed to give up its share of control over WD and to allow OCSEA to restructure the program.

Q. Will I be able to apply for educational assistance vouchers or reimbursement before the new agreement takes effect?

A. Yes. Educational assistance programs will continue to be available to eligible bargaining unit employees until February 28, 2006.

Q. Will I be able to apply for educational assistance vouchers or reimbursement after February 28, 2006?

A. The current Workforce Development program will continue to provide education vouchers and reimbursement for continuing education programs involving degrees, certificates and licenses until June 30th. The goal is to ensure that those already enrolled in degree, certification or license programs are able to continue their education without interruption.

Q.  Can I apply for a computer purchase loan now?

A.  No, several steps will be required in order to phase out management participation.  One step is the immediate halt of the Computer Purchase Plan (CPP).  All CPP applications submitted or postmarked subsequent to January 27, 2006 will not be accept.

Q. Will I be able to apply for a computer loan in the future?

A. OCSEA recognizes how important this program is to the members. We are exploring ways to provide a computer loan program.

Q. I submitted my CPP application before January 27th, but it was rejected. What do I do now?

A. CPP applications submitted between January 1 and January 27, 2006, and rejected/returned due to an error, may be resubmitted by February 28, 2006.

Q. I currently have a CPP loan. Do I have to repay it immediately?

A. No. CPP loan repayments will continue through scheduled payroll deductions for the full term of the loan until it is paid in full.

Q. What programs will be offered by the new OCSEA Training and Development Fund?

A. OCSEA will establish programs similar to the current Workforce Development programs as financial resources allow.

Q. Will OCSEA offer Career Counseling?

A. OCSEA will be designing and developing new programs to meet the needs of our members. A Career Counseling program will be under consideration for implementation.

Q. Who will govern the OCSEA Training and Development Fund?

A. After contract ratification, OCSEA will begin restructuring the program. Representative from OCSEA will set policies and approve programs.

Q. How will be funded in the new agreement?

A. The employer will transfer to OCSEA a total of $19 per person per month for each employee in active pay status. This includes the employee contribution to the original workforce development fund of five cents ($0.05) per hour worked and approximately six cents ($0.06) per hour by the state for each hour worked by employees.
