OCSEA negotiated its first statewide contract in 1986. The union's contract negotiations efforts are led by Executive Director Andy Douglas, the Negotiations Team, the Bargaining Advisory Committee, and the Bargaining Council.

Fact Finder's Report - The fact finder, Dr. Harry Graham, recommended wage increases of 3.0 percent, 3.5 percent, and 3.5 percent to occur in the pay period of July 1 of 2006, 2007, and 2008 respectively.
