The chart at left illustrates how the union's bargaining leadership is structured. OCSEA's bargaining is led by Executive Director Andy Douglas, the Negotiations Team, Bargaining Advisory Committee, and the Bargaining Council.

Bargaining Council: Made up of two representatives from each chapter plus an additional one for each 100 members or major fraction thereof; Sets broad negotiating priorities based on membership surveys. Totals 450 representatives.

Bargaining Advisory Committee: Made up of OCSEA’s Board of Director members, District Council Presidents, and Assembly Presidents

negotiations Team: The OCSEA negotiating team is comprised of 18 elected representatives, plus three state officers. The number of members set by the contract and elected by the Bargaining Council
