About Quality OCSEA is committed to Quality Services through Partnership (QStP). WHY QUALITY? OCSEA has been a partner in quality from the beginning in 1991, starting with supporting the establishment of an Ohio Office of Quality and negotiating language in our collective bargaining contract. Quality is about effective government and it is about work systems that provide valued services and involves workers. OCSEA continues to strive to foster productive relationships with state agencies and other organizations that contribute to improving government services. We acknowledge the importance of our customers. Creating effective organizations is also consistent with improving the contributions employees can make in their jobs, creating valued jobs and improving employment security. PARTNERSHIP What helps distinguish OCSEA from other unions is our recognition that the fight for effective government is something we, as union members, must take an active role in. We recognize that we cannot leave the operation of government to management alone. Front line workers must be proactive and take a role in assuring that our services provide value to the public at a reasonable cost. EMPLOYMENT SECURITY We are in competition with the private sector. A growing number of conservative legislators do not want to invest in government when their election platform was to reduce or eliminate government. QStP represents one significant strategy to protecting public services, by making the continuous improvements that are necessary to compete and to preserve jobs. THE FUTURE With the closing of the Office of Quality Services in July, 2003, the initiative needed to be driven by other groups to keep it alive. And that is exactly what has been happening the last few years. Union and management quality coordinators from state agencies are stepping up to the plate to make sure the services provided by the Office of Quality continues. The Ohio Quality Network, a labor-management group, and the Union Quality Network have been engaged in supporting QStP. This is an opportunity to renew our commitment to quality and chart a path for the future of Ohio’s quality labor-management partnership. We will continue the Pathway to Excellence events and union and management teams are focusing on communications, education and training for the leadership to ensure the quality journey continues.
