News News impacting public employee union members Presidential observance does not impact state employees Jan. 2, 2007 - An executive order from the White House closing government agencies on Jan. 2 in observance of the passing of President Gerald Ford does not affect state agencies in Ohio. This observance is considered a day of mourning and not a "holiday" and therefore, in accordance with Article 26 of the OCSEA contract, all state employees should report to work on Jan. 2.
