News Grievance settlement agreement resolves OAKS-related comp time glitch May 3, 2007 - The most recent OAKS issue addressed by labor and management impacted OCSEA member's compensatory time payout and resulted in a grievance settlement agreement. OCSEA General Counsel Sandra Bell explained that the contract between OCSEA and the State has been a challenge for packaged human resource software and contracted Information Technology specialists. OCSEA meets on a bi-weekly basis with the Office of Collective Bargaining and OAKS personnel to work out issues just like this agreement and the recent letter of interpretation for 27.01 (personal leave glitch). "It was only after the State recognized the need to use its own in-house technicians and human resource people and to work constructively with OCSEA that we have been able to make headway," Bell explained. "If the experiences that the OAKS Concerns committee has had were translated into the model for labor-management cooperation, our members would truly benefit." This new statewide agreement affects union members who had their compensatory time accruals set back to zero as a result of the switch to OAKS.
