News Your source on IT employment security and good government Subcommittee to review classifications, union examines knowledge transfer by contractors Feb. 11, 2008 - The OCSEA IT Committee's next meeting has a full agenda and is set for Thursday, Feb. 28, at 4 p.m. in the OCSEA Union Hall. The meeting time has changed: The new start time will be 4 p.m. Committee members are asked to review January 2008 meeting notes (PDF) before the next meeting, where they will tackle two critical issues: Classification review and knowledge transfers from vendors. RSVP EARLY OCSEA is seeking full attendance. Committee members must RSVP by Feb. 20, so OCSEA can notify the Office of Collective Bargaining. OCB will notify your agency of the release, including travel time for the meeting. For questions, or to RSVP, please contact Sandy Trout at strout@ocsea.org or 800-266-5615, ext. 4714. If you cannot attend starting at 4 p.m., the union still requests your attendance for the latter part of the meeting. CLASSIFICATION REVIEW The subcommittee appointed at our last meeting (Jeff Webb - ODNR and Ed Nagel- ODJFS with Sandi Friel and Operations Director Bruce Wyngaard) met with representatives of the DAS - Classification and Compensation and the Office of Collective Bargaining. Labor and management agreed to a joint effort to review and update the IT portion of the classifications for state agencies. A joint communication between the state and union will go out in the next two weeks. OCSEA has invited John Audet for the first hour to describe the initiative. Following his presentation, the full IT committee will digest this new development. The state will provide release time for committee members. The OCSEA IT committee will need to identify about 5 - 6 union representatives to participate in the classification review efforts. The first joint committee is tentatively set for March 6 at 1:30 p.m., though many details still need to be worked out. VENDORS & KNOWLEDGE TRANFERS The committee is also continuing its evaluation on the use of private contractors and knowledge transfer. Each member is asked to bring examples of vendor contracts that call for performing work by contractors for extended periods of time because there is no knowledge transfer. However, bargaining unit employees could perform the work if there was a knowledge transfer. If you are aware of such situations, please bring a copy of the IT vendors contract.
