 JOINT UPDATE
DAS approves IT classification proposal; Project moves forward

Nov. 12, 2008 - IT The Department of Administrative Services (DAS), Human Resources Division (HRD), Office of Compensation and Recruitment recently presented a proposal to DAS Director Hugh Quill. The intent of Phase I of the overall IT Classification project proposed the creation of six (6) new classification specifications for the state of Ohio Information Technology (IT) workforce.

Quill approved the proposal for DAS-HRD, Office of Compensation and Recruitment to move forward and implement the six (6) classifications groupings.

Phase I of the project began as collaboration among representatives from DAS-HRD, Office of Compensation and Recruitment, Office of Collective Bargaining (OCB) and Office of Information Technology (OIT) as well as the Ohio Civil Service Employees Association (OCSEA).

Consequently, a joint working committee was formed with representatives from DAS (HRD, OCB, and OIT) and OCSEA and an equal representation of management and labor employees from the state IT workforce. This unique approach to work together from the beginning on a classification project went even further to include input and validation from:

  • subject matter experts (management and union) who were asked to draft the specifications;
  • randomly selected information technology employees (management and union) around the State who were asked to participate in a focus group;
  • posting of the draft specifications online for open review and comment;
  • presenting the draft specifications for review and comment at the Multi-Agency Chief Information Office (CIO) Advisory Council (aka MAC); and
  • Human Resource Administrators, who were asked to review the drafts, including knowledge, skill, ability and minimum qualification statements.

The director has given the “green light” to move forward to Phase II. Phase II is planned to begin in early November 2008. The joint approach will continue as DAS-HRD, OCB, and OIT and OCSEA move to discuss and agree or negotiate decisions regarding:

  • Compensation;
  • Career Paths;
  • Training;
  • Allocation and Implementation; and
  • Classifications Maintenance Plan.

At this time, all involved parties have expressed a sincere interest to have the above matters addressed during union contract negotiations. The contract becomes effective in March 2009.

 In addition, the timeline for the IT exemptportion of the overall IT Classification series is in sync with Phase II and implementation of the joint labor/management project.

DAS is looking forward to Phase II of the IT Classification project including the work with OCSEA and the agencies to phase in implementation.
