Rules
In a gathering of hundreds of people, rules of order are necessary to make it possible for business to be conducted in an organized and democratic way. Becoming familiar with and following the rules of the convention will make your participation more effective. In accordance with the OCSEA Constitution & Bylaws, the Convention Rules Committee recommends the rules of procedure for the convention. You will be given a copy of the report of the Rules Committee at the opening session and will have an opportunity to vote on the rules for this Convention. OCSEA uses Robert’s Rules of Order Newly Revised as its guide for setting convention rules. However, the OCSEA Constitution takes precedence, and all our rules must be consistent with the OCSEA Constitution. Where our constitution is silent, the AFSCME International Constitution must be adhered to. The official rules of the OCSEA Convention will not be adopted until the opening session, immediately after the Credentials Committee report.
