Union leaders represent rank-and-file concerns at convention
According to the Constitution Article VIII, Section 1, all state officers and members of the Board of Directors and Subordinate Body presidents of this Union shall be delegates-at-large to all conventions.

Subordinate bodies include:

• Chapters
• Assemblies, and
• District Councils.

In the event that the Subordinate Body president is unable to attend the convention as the Body's authorized delegate, the vice president shall be the delegate-at-large.
