News Lead negotiator delivers message to members about bargaining progress A letter from Andy Douglas, Lead Negotiator Dear OCSEA Member, I know that many of you are very interested in following the developments related to contract negotiations for employees of the State of Ohio. I also know that many of you want to know both what OCSEA has proposed to change in the contract as well as what changes management’s negotiators have proposed. I am pleased that there is great interest in our bargaining – as it should be. The contract will set nearly all of the terms and conditions of your job for several years to come, and I hope that all the members of our bargaining units will begin to follow this process closely. Therefore, I am pleased to be able to share with you the following list of the major contract changes sought by both OCSEA and the management. Although we have attempted to capture all of the major proposals, this list is subject to change as negotiators have more discussions about their intents and goals. These lists will be maintained on our website and any corrections and additions will be added as soon as they become known. In addition, I need to point out that neither side has submitted their health-care proposals. These proposals are some of the most complex we have to put together and neither side is expected to present their health care proposals for several weeks.
