Incentives and accountability Either the grievant or the chapter president (or his/her designee on each grievance) and the staff representative must sign off on a grievance for settlement or withdrawal at any level of the grievance procedure. Every State grievance must be reviewed by the chapter by the third step (or agency review) of the grievance procedure.
