Steward Committees Chapters are responsible for reviewing grievances by the agency response to Step 3 and recommending forwarding to mediation and/or arbitration, or withdrawing the grievance for lack of merit. Stewards Committees should be established in each chapter to fulfill this function. Stewards Committees should use the generally accepted Standards for Interpreting Contract Language (PDF) for evaluating the merits of an Issue case, and the Seven Tests of Just Cause (PDF) for evaluating the merits of a Discipline case. Stewards Committees should also utilize their Staff Representative's expertise and knowledge of the contract for grievance evaluation.
