Political Action Center Layoffs just easier for management dec. 13, 2002 - OCSEA learned this week of another effort by the Taft administration to undermine state employees and affect the state contract. The Office of Budget and Management succeeded in getting a legal "rule" altered that changes the definition of a "lack of funds." The declaration of a lack of funds is one of the conditions that could be used to justify a layoff. Currently, an agency must look at all of its funds before officially declaring a lack of funds. The change now allows agencies to only look at the funds directly allotted for the jobs in question. The net effect is that it's easier to justify layoffs. |
