Budget proposal highlights offered

March 14, 2007 - Major new programs targeting schools, the uninsured and job-increasing investments were announced today during the State of the State address (PDF), but Gov. Ted Strickland warned that the new initiatives would not come without sacrifice.

Highlights from Strickland's proposals:

  • provide access to health care for all children
  • increased early childhood education
  • expand workforce development training by tapping unused federal dollars
  • a freeze on new charter schools, an end to school vouchers, and a ban on for-profit charter school operators
  • increase state funding to school systems to 54%
  • decrease property taxes
  • school funding increases and property tax cuts paid for by "securitizing" the Tobacco Fund
  • a freeze on college tuition
  • major new investments in alternative energy developments, plus new bonding funds that will be leveraged for additional private investments
